Breaking Up an International Espionage Network Shakes Burkina Faso: Full Details of 7 Arrests and the Involvement of a Prominent NGO

In a major security development, Burkina Faso authorities announced the dismantling of an extensive espionage network suspected of using humanitarian work as a cover to collect sensitive military information. Security Minister Mahamadou Sana revealed that activities centered around the "International NGO Safety Organization," based in The Hague, which had leveraged humanitarian agreements since 2019 to expand within the country.

Investigations showed the organization had exceeded its stated mission, collecting precise data on military convoy movements, types of equipment used, operation areas, and details of security incidents. The network used former security consultants, field agents, and local intermediaries, spreading across wide regions for financial rewards.


Authorities arrested seven people, including French nationals, a Czech, a Malian, and local employees. They are accused of espionage and treason under article 311-4 of the criminal code.


Despite the suspension of its activities since July 31, 2025, the organization continued to operate, challenging national sovereignty. The regional director admitted to instructing staff to collect security information, without disclosing his motives.


Those detained will soon be referred to the public prosecutor in Ouagadougou, as local and international observers await the case’s outcome and its implications for foreign NGOs operating in Burkina Faso.
