China and Russia Agree to Advance Strategic Coordination to a "Higher Quality" Level

China and Russia agreed today (Tuesday) to fully implement the important consensus reached by the heads of state on strategic security and to advance bilateral strategic coordination to a "higher quality" level.

This agreement was reached during the 20th round of the China-Russia Strategic Security Consultations, co-chaired by Wang Yi (Director of the Office of the Foreign Affairs Commission of the CPC Central Committee) and Sergey Shoigu (Secretary of the Security Council of the Russian Federation). The two sides conducted comprehensive and in-depth communication on key issues related to the strategic security interests of both countries, reaching new consensuses and enhancing mutual strategic trust.

Indicators of Deepening Ties:

  • Wang Yi noted that bilateral relations saw a "high-level development" this year, thanks to the two meetings between Presidents Xi Jinping and Vladimir Putin (in Moscow and Beijing), providing guidance for steady development in a complex global environment.

  • Wang highlighted that next year marks the 30th anniversary of the China-Russia Strategic Coordination Partnership and the 25th anniversary of the Treaty of Good-Neighborliness, Friendship, and Cooperation.

  • Wang stressed the necessity of fully utilizing the security consultation mechanism to enhance strategic communication and jointly respond to "emerging threats and challenges."

Russian Stance:

  • Sergey Shoigu affirmed the need for the two countries to strengthen strategic alignment amid complex changes in the international geopolitical landscape.

  • Shoigu stated that the strategic coordination is at an "unprecedented high level," confirming Russia's firm commitment to the One China Principle and supporting China's positions on Taiwan, Xizang (Tibet), Xinjiang, and Hong Kong.

Regional and Global Issues:

  1. Japan: The two sides reached strategic alignment on issues concerning Japan, emphasizing firmly upholding the results of World War II victory, resolutely opposing any attempts to justify colonial aggression, and firmly countering any attempts to revive Japanese fascism or militarism.

  2. Ukraine Crisis: Shoigu explained Russia's positions and considerations, expressing appreciation for China's peace-supporting efforts. Shoigu asserted that Russia has the "full capacity and determination" to achieve its strategic goals. Wang reiterated China's consistent position of supporting all efforts conducive to peace.

  3. Global Stability: Both sides agreed to bear their shared responsibility in safeguarding global peace and security, as well as historical truth and international justice, as permanent members of the UN Security Council.
