China Bans Export of Military-Capable Materials to Japan

China has banned the export of dual-use materials—items that can be used for both civil and military purposes—to Japan, according to a statement issued by the Chinese Ministry of Commerce on Tuesday. This decision comes at a time of severe tension in bilateral relations.

Retaliation for Taiwan Statements: The move is Beijing's latest response to remarks made in November by Japanese Prime Minister Takaichi, who stated that any Chinese attack on Taiwan could be considered an "existential threat" to Japan. The Ministry emphasized a strict ban on exporting dual-use items to military users or for purposes that enhance Japan's military strength, warning that any violations by organizations or individuals would lead to legal accountability.
Scope of the Ban: Dual-use materials include goods, software, or technologies like rare earth elements essential for manufacturing drones and electronic chips. A ministry spokesperson described recent Japanese remarks as "blatant interference" in China's internal affairs and a "grave violation" of the One-China principle. Relations have deteriorated further following Japan's record defense budget of 9 trillion yen ($57.7 billion) and recent military friction near the Taiwan Strait. President Xi Jinping recently reiterated that the "reunification" of China is inevitable following large-scale military drills around the island.
