The new draft includes proposals aimed at achieving greater harmony between the Cybersecurity Law and other relevant regulations, such as the Data Security Law, the Personal Information Protection Law, and the Administrative Penalties Law. This coordination seeks to build a more cohesive and comprehensive legal framework.

The proposed amendments also suggest setting different legal liabilities based on the type of violation, covering a wide range of areas, including network operation security and information security.
