Joint Statement by the Foreign Ministers of the People's Republic of China and the Syrian Arab Republic

On Monday, November 17, 2025, a constructive meeting took place in Beijing between Chinese Foreign Minister and member of the Political Bureau of the CPC Central Committee, Wang Yi, and Syrian Foreign Minister, Assad Hassan al-Shaibani. A joint statement was issued afterward, focusing on enhancing bilateral relations, confirming political stances, and combating shared challenges.

Section I: Friendship and Joint Cooperation


Both sides emphasized the importance of the historic friendship, mutual respect, and non-interference in internal affairs. They agreed to:

  • Cooperation Areas: Explore expanded cooperation in economy, development, the reconstruction of Syria, capacity building, and improving the living conditions of the Syrian people.

  • Counter-Terrorism: Affirm the fight against terrorism in all its forms and agree to strengthen security coordination and cooperation in this field.

  • Sino-Arab Forum: Continue working within the framework of the China-Arab Cooperation Forum as an important mechanism for collective cooperation.


Section II: Syria's Commitment to the One China Principle


The Syrian side reiterated its firm commitment to the "One China" principle, recognizing that the Government of the People's Republic of China is the sole legitimate government representing all of China, with Taiwan being an inseparable part of it. Syria also expressed:

  • Sovereignty Support: Full support for China's sovereignty and unity, categorical opposition to any interference in its internal affairs, and support for Beijing's efforts towards national reunification.

  • Security Guarantees: Syria committed that its territory will not be a source of threat to any state and will not allow any entities to use its soil to harm China's security, sovereignty, or interests.


Section III: China's Support for Syria's Sovereignty and the Golan Issue


The Chinese side affirmed its complete respect for Syria's sovereignty, independence, territorial integrity, and national unity, recognizing the Syrian Government as "the sole legitimate representative of the Syrian people." China also expressed:

  • Political Process: Support for the political process in Syria led by the Syrian Government.

  • Golan Heights: Confirmation that the Golan Heights is occupied Syrian territory as recognized by the international community.
