19 Points: Washington and Kyiv Working on New Peace Plan

The Financial Times reported that the United States and Ukraine are drafting a new 19-point peace plan, replacing the previous 28-point framework, to end the war in Ukraine. This follows "marathon" and "intensive" talks held in Geneva on Monday.

1. The New Framework and Negotiation Path


  • Revised Plan: The Geneva talks, which included Ukrainian First Deputy Foreign Minister Sergiy Kyslytsya, resulted in the drafting of a completely revised document framework that left both parties feeling "positive," despite the negotiations nearly collapsing at the start.

  • Difference from Leaked Version: Kyslytsya confirmed that the new draft plan does not resemble the leaked version that sparked widespread anger in Kyiv, noting that "very few elements remain from the original version."

  • Consensus and Postponement: The teams reached agreements on several issues but decided to postpone decisions on "sensitive" political points until a meeting between US President Donald Trump and his Ukrainian counterpart Volodymyr Zelensky.

  • Behind the Scenes: Kyslytsya explained that the talks were "highly tense" and almost collapsed before starting due to US anger over leaks surrounding the first version. The Americans later agreed to delete some sensitive clauses, such as setting a cap on the number of Ukrainian troops.


2. Next Steps and Doubts


  • Trump-Zelensky Meeting: Both sides believe "leadership decisions" are necessary to resolve the remaining issues.

  • White House Stance: Despite postponing decisions to this meeting, White House spokeswoman Karoline Leavitt stated that "there are no plans at this time" for a meeting between the two leaders.

  • Moscow: Washington has not yet delivered the Ukrainian-American draft to the Russian side.
