A "Mad Plan": Leaked "Gaza Riviera" Draws Furious Reactions

Western media outlets have recently circulated a leaked document that reveals a plan being proposed within the White House to transform the Gaza Strip into a series of massive, high-tech cities under the name "Gaza Riviera."

According to The Guardian, the plan has been met with widespread rejection and has been described as a "mad" attempt to justify a large-scale ethnic cleansing of the nearly two million Palestinian residents.

The Washington Post reported on Sunday on a draft plan that includes the forced displacement of Gaza's residents outside the Strip and the transformation of Gaza into a U.S. trusteeship for no less than 10 years.

The plan is officially called the "Gaza Reconstruction and Economic Acceleration Fund." It was developed by some Israelis affiliated with the U.S.- and Israeli-backed Gaza Humanitarian Foundation, with financial planning contributions from the Boston Consulting Group.


Details and Repercussions of the Plan


The 38-page plan proposes a "temporary transfer" of all Gaza residents, which human rights experts have deemed ethnic cleansing and a risk that rises to the level of a crime of genocide.

The document suggests that Palestinians be encouraged to "voluntarily depart" to other countries or live in safe, restricted areas during the reconstruction period.

Landowners would be offered "digital tokens" to invest their property rights in new projects, in exchange for funding a new life outside Gaza.

Those who remain would be housed in extremely small units of only 30 square meters, a size that is very cramped even by the Strip's standards.


Reactions and Criticisms


The White House and the U.S. Department of State have not yet issued an official comment on the plan. However, the document aligns with previous statements by President Donald Trump about his intention to "cleanse" Gaza and redevelop it.

Philip Grant, the Executive Director of the Swiss human rights organization Trial International, described the plan as a "mass deportation scheme marketed as a development program," warning that those who implement it could face international legal accountability related to war crimes and crimes against humanity.

Even within the Israeli media, the proposal has been met with rejection and ridicule. Haaretz described it as "a Trumpist get-rich-quick scheme based on war crimes, AI, and tourism."


A Fantastical Plan Ignoring Palestinian Reality


The document portrays Gaza as a new commercial and industrial zone, with no regard for the political reality or Palestinian rights.

It grants Israel unspecified "comprehensive rights" to ensure its security, while abolishing the idea of a Palestinian state and replacing it with a so-called "Palestinian entity."

Leading human rights organizations have warned that any companies that participate in the plan's implementation could face long-term legal liability, especially as violations in the Gaza Strip continue to be documented.
