The American news website Axios has revealed a "21-point plan" presented by former U.S. President Donald Trump and his envoy, Steve Witkoff, to Arab and Muslim leaders and officials in New York. The plan aims to end the war in Gaza and outline a framework for post-Hamas governance.

Key Provisions of the Plan
During a meeting held on the sidelines of the UN General Assembly, Trump told the leaders that the war must end urgently, warning that every day it continues, Israel becomes more isolated internationally. The main principles of the plan include:
A permanent ceasefire and the release of all remaining hostages.
A gradual Israeli withdrawal from the entire Gaza Strip.
The deployment of a security force in post-war Gaza, comprising Palestinians and soldiers from Arab and Muslim countries.
Arab and Muslim funding for the reconstruction of the Strip.
A central role for the Palestinian Authority in the new governance of Gaza.
Arab Leaders' Conditions and Reactions
The plan was met with an initially positive response from the Arab and Muslim leaders in attendance, including representatives from Saudi Arabia, the UAE, Qatar, Egypt, Jordan, and Turkey. However, they stipulated conditions for their support, most notably:
A guarantee that Israel will not annex parts of the West Bank or Gaza, or build settlements.
Israel to stop undermining the status quo at the Al-Aqsa Mosque.
An immediate increase in humanitarian aid to Gaza.
According to Politico, Trump has pledged that he will not allow Israel to annex parts of the West Bank. Egyptian President Abdel Fattah El-Sisi expressed his appreciation for Trump's efforts, describing his proposals as an "important basis we can build upon."
Next Steps
U.S. envoy Steve Witkoff stated that there is significant optimism about achieving a breakthrough in negotiations in the coming days. Axios noted that Israeli Prime Minister Benjamin Netanyahu is aware of the plan, and the next step will be for Trump to discuss the plan with Netanyahu at the White House to secure his endorsement.
