Ukrainian officials reported on Tuesday, March 31, 2026, that Russian strikes across central and northern Ukraine killed two people and injured over 20. In Poltava, a drone hit a high-rise residential building, while the Sumy region faced devastating "glide bomb" attacks, injuring 13 people, including a six-year-old child. Russian commanders reaffirmed their intent to establish "buffer zones" in Sumy and Kharkiv.

On the Russian side, Governor Alexander Drozdenko confirmed that Ukrainian drones once again targeted the Ust-Luga port on the Baltic Sea, a critical hub for Russian oil exports. The strike injured three people, including two children, and damaged several buildings. This targeted hit on Russian energy infrastructure reflects Kyiv's strategy to disrupt Moscow's economic lifeline far from the frontlines.
