Details of Trump's Gaza Plan: International Force and Hamas Disarmament

The Washington Post newspaper revealed on Sunday the details of U.S. President Donald Trump's 21-point plan for a ceasefire in the Gaza Strip. The plan involves the disarmament of Hamas, the deployment of an international security force, and the launch of an economic redevelopment initiative, while leaving the door open for the establishment of a Palestinian state.

Core Provisions and the Initial Phase


The plan, confirmed by officials briefed by the Washington Post, begins with a critical initial phase aimed at:

  1. An immediate cessation of all military operations and a freeze on the situation on the ground.

  2. The release of all 20 remaining hostages within 48 hours.

  3. The handover of the bodies of more than 20 Israelis presumed dead.


Disarmament and Reconstruction


The plan includes essential details concerning disarmament, the administrative structure, and aid:

  • Hamas Disarmament: All offensive weapons belonging to the Hamas movement will be destroyed.

  • Amnesty and Departure: Amnesty will be granted to those who join the "peace process," and travel will be facilitated for Hamas members wishing to leave Gaza for other countries.

  • Immediate Relief: Full aid will be sent immediately, including the rehabilitation of infrastructure (water, electricity, sewage), hospitals, and bakeries, and the introduction of equipment needed to remove rubble and open roads.

  • Aid Distribution Mechanism: Aid will be brought in and distributed without interference from either party, through the United Nations and its agencies, as well as other international organizations not affiliated with either side.


Transitional Government and International Stabilization Force


The plan outlines a framework for post-war governance and security:

  • Temporary Transitional Government: It will manage daily public services in Gaza, consisting of "qualified Palestinians and international experts."

  • International Oversight: This government will be supervised by a "new international body" established by the United States in consultation with other nations.

  • Stabilization Force: A temporary international stabilization force will be created, in cooperation with Arab and international partners, to oversee the security situation in Gaza while training Palestinian forces.

  • Israeli Withdrawal: The Israeli Army will gradually hand over the areas it occupies in Gaza.

  • Role of the PA: The Palestinian Authority (PA) in the West Bank will continue its internal reforms until it is qualified to administer Gaza in the future.


Prisoner Exchange and Civilian Status


Regarding prisoner exchange and the status of the population:

  • Prisoner Exchange: After all hostages are released, Israel will release 250 prisoners serving life sentences, along with 1,700 Gaza residents detained after October 7. Israel will also release the bodies of 15 Gaza residents for every body of an Israeli captive handed over.

  • Right of Return: The plan stipulates that Gaza residents will not be forced to leave, and anyone who leaves has the right to return, though it does not specify where they will reside during the implementation of the "Trump Economic Development Plan."


The Future of a Palestinian State


The proposals suggest that the ultimate goal is to achieve peace:

  • Conditions for a State: After all proposed developmental and political reforms are implemented, "the necessary conditions may be available for the beginning of a serious process toward the establishment of a Palestinian state, which is the goal of the Palestinian people."

  • Encouraging Dialogue: The United States will "encourage dialogue between Israel and the Palestinians to reach a political vision for peaceful coexistence and prosperity."


Israeli Position


The newspaper quoted an Israeli official as saying that some elements of the plan, such as the disarmament process, will be difficult, but Israel agrees with the principle of establishing a temporary government managed by Gaza residents and "others." The official noted that the military offensive on Gaza was key to forcing Hamas to accept the agreement, and that "the pressure is starting to pay off."
