European Parliament Condemns Violations by Both Sides in Sudan War

The European Parliament announced on Thursday its strong condemnation of the violence committed by both parties to the war in Sudan, welcoming the initiative of the Quadripartite Group to end the conflict, in a resolution adopted on Wednesday with a large majority (503 votes in favor).

1. Condemnation of Violations and Classification


  • Potential Genocide: Members of the European Parliament stated that "indiscriminate attacks against civilians, violence targeting ethnic minorities, sexual violence, torture, methods of deliberate starvation, the use of child soldiers, and attacks on hospitals and humanitarian facilities may constitute acts of genocide."

  • Weapons of War: The Parliament urged the warring parties to stop using starvation and sexual violence as weapons of war, and to allow unhindered access for humanitarian aid across the country.

  • Humanitarian Catastrophe: The European Parliament expressed its "deep concern over the alarming deterioration of the humanitarian crisis in Sudan, confirming the presence of famine in parts of the country," noting that the conflict is fueling "the world's worst humanitarian disaster."


2. Demand for Accountability and Civil Rule


  • Immediate Accountability: The resolution demands that perpetrators be held accountable immediately.

  • Sanctions: It calls on the European Union to impose targeted sanctions on key leaders of the RSF and SAF, including Mohamed Hamdan Dagalo and Abdel Fattah al-Burhan and their networks, for their responsibility for "gross violations of international humanitarian law."

  • International Criminal Court (ICC): It urged the EU to support the expansion of the ICC's jurisdiction to cover the entirety of Sudan.

  • Rejection of Parallel Structures: The Parliament affirmed the legitimacy of the civilian government in Khartoum and rejected any attempt to establish parallel or competing political authorities or structures in areas controlled by the RSF.


3. External Interference and Regional Efforts


  • Foreign Interference: The Parliament condemned "all forms of external interference" fueling the war and urged external actors to adhere to the UN-imposed arms embargo.

  • The Quadripartite Group: It welcomed the "Joint Statement" issued on September 12, 2025, by the Quadripartite Group (Egypt, UAE, Saudi Arabia, and the United States) regarding ending the conflict in Sudan.

  • Risk of Spillover: The MEPs expressed serious concern over the potential extension of the conflict, particularly to the Horn of Africa and the Sahel region, given their fragility.
