First Russian Comment on Trump's Ukraine Plan: We Have Not Discussed It

Amid leaks in the American media over the past hours regarding a plan prepared by the administration of US President Donald Trump to end the war between Russia and Ukraine, Moscow reaffirmed today that "any settlement must address the root causes of the conflict" between the two countries.

Official Russian Position


  • Denial of Negotiation: Kremlin spokesperson Dmitry Peskov stated today that despite existing contacts with the US, "there are currently no negotiations with them regarding such a plan." He added: "Nothing new can be added about the dialogue between Moscow and Washington regarding the settlement of the Ukrainian crisis beyond what was discussed during the Alaska summit."

  • Fundamental Condition for Settlement: Peskov stressed that any peace plan for Ukraine must "eliminate the root causes of the conflict" between the two countries.

  • Kremlin Evasion: The spokesperson declined to comment on whether President Vladimir Putin had seen the details of the reported peace plan.


Details of the US Plan (28 Points)


Informed US officials previously revealed that the 28-point plan, developed by Secretary of State Marco Rubio, Special Envoy Steve Witkoff, and Trump's son-in-law Jared Kushner in consultation with Kirill Dmitriev (a Putin confidant), involves "difficult compromises" from Ukraine:

  • Ukrainian Concessions:

    • Full handover of the Donbas region in eastern Ukraine to Russia (including territories currently controlled by Ukrainian armed forces).

    • Abandoning the ambition to join NATO for at least several years.

    • Not being allowed to host an international peacekeeping force to deter further Russian aggression.

  • In Return: Ukraine would receive some form of security guarantees from the United States, alongside a Russian commitment (codified in clear legislation) not to launch further attacks on Ukrainian territory or any other European countries.


Mixed International Reactions


  • Rubio's Response: The Secretary described the proposal as an "exchange of serious and realistic ideas, not an imposition that the United States seeks to enforce on the parties."

  • European Surprise: European allies expressed surprise at the reports. German Foreign Minister Johann Wadephul told reporters yesterday that his country had not been briefed on the details of the proposal, and European officials felt the general framework of the plan included "elements long considered unacceptable."
