The Israeli intelligence agency (Mossad) has accused the Iranian Revolutionary Guard Corps (IRGC) of being behind attempted attacks on Jewish and Israeli targets in several countries during 2024 and 2025.

According to a statement issued by the Israeli Prime Minister's Office in the name of the Mossad, an IRGC officer named Sardar Amar was named as the mastermind behind the plot. Amar is reported to work under the command of Quds Force commander, Esmail Qaani.
Plot Details and Method of Execution
Operational Network: Sardar Amar supervised a "secret operational network" that attempted to carry out attacks in Australia, Greece, and Germany.
"Terrorism without Iranian Fingerprints" Method: The network adopted a method aimed at achieving "terrorism without Iranian fingerprints" by:
Recruiting foreigners.
Using criminals.
Employing encrypted communications.
Thwarting: The Mossad asserted that "joint intelligence efforts with international partners" led to the thwarting of "dozens of plots and the saving of many lives." It confirmed that the operations were foiled after the plot was uncovered and several involved individuals were arrested.
Diplomatic Repercussions in the West
The Mossad indicated that the uncovering of this network has been linked to diplomatic crises between Tehran and several Western countries:
Country | Diplomatic Action/Background |
Australia | Expelled Iranian Ambassador Ahmad Sadeghi last August and announced its intention to designate the IRGC as a terrorist organization, following intelligence revealing Tehran's involvement in "anti-Semitic attacks" in Melbourne and Sydney. |
Germany | Berlin summoned the Iranian Ambassador in July after a Danish citizen was arrested for monitoring Jewish and Israeli sites, warning that these activities could be preparations for terrorist attacks. |
Greece | Experienced a similar pattern of operations in 2024, with police arresting Iranians and Afghans for arson attacks targeting an Israeli-owned hotel and a synagogue in Athens. In 2023, two Pakistanis were charged with involvement in an Iranian plot to target Jewish sites. |
The Mossad described Iran's moves as part of a years-long campaign aimed at "seeking revenge against Israel by targeting civilians abroad while maintaining official deniability." It stressed that the recent revelation "stripped Tehran of its ability to deny and imposed a heavy diplomatic cost."
