An Arab and Islamic joint summit was held yesterday in Doha to discuss the Israeli attack on Qatar. At its conclusion, a statement was issued that affirmed absolute solidarity with the State of Qatar, and considered this attack "an act of aggression against all Arab and Islamic nations." The statement also stressed support for all steps taken by Qatar to confront this aggression.

Absence of International Accountability and Encouragement of Israel to Persist
The summit's final statement highlighted that the absence of "international accountability" and the continuous silence of the international community regarding repeated Israeli violations have encouraged Israel to persist in its aggression and flagrant violation of international law and UN resolutions. This point is a central one in the statement, as it links the weakness of international reactions to the escalation of Israeli aggressions.
Call for a Review of Israel's UN Membership
In an escalatory step, the statement called on member states of the Organization of Islamic Cooperation (OIC) to consider the compatibility of Israel's membership in the United Nations with the organization's charter. It noted that Israel's continuous violations and contempt for UN resolutions constitute sufficient reason to re-evaluate this membership. The statement also called for the coordination of joint efforts among member states to suspend Israel's
membership in the United Nations. The text of the final statement was as follows:
Final Statement of the Arab and Islamic Summit to Discuss the Israeli Aggression on the State of Qatar, Doha: 15 September 2025
We, the leaders of the states and governments of the League of Arab States and the Organization of Islamic Cooperation, gathered today, Monday, 22 Rabi' al-Awwal 1447 AH, corresponding to 15 September 2025 AD, in the Qatari capital, Doha, in response to a kind invitation from His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the State of Qatar, and under his presidency, to discuss the Israeli aggression on the State of Qatar and to express our unified stance in condemning it and showing full solidarity with the brotherly State of Qatar.
We express our profound thanks and deep appreciation to His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of the State of Qatar, for the generous hospitality, and to the brotherly State of Qatar for the excellent organization.
Guided by the principles of the charters of the League of Arab States and the Organization of Islamic Cooperation, and recalling the fundamental principles of the United Nations Charter, particularly Article 2(4), which prohibits the threat or use of force against the territorial integrity or political independence of any state.
Recalling all relevant resolutions issued by the Organization of Islamic Cooperation and the League of Arab States over the past decades, which reject aggression against member states and affirm the commitment to Arab and Islamic solidarity and the security of Arab and Islamic nations in the face of external threats, including resolutions related to the Palestinian issue.
We affirm our firm commitment to the sovereignty, independence, and security of all member states of the League of Arab States and the Organization of Islamic Cooperation, and we recall our collective duty to respond to this aggression in defense of our common security.
We reaffirm our categorical rejection of any harm to the security of any of our countries, and we firmly condemn any aggression targeting them, affirming our absolute and unwavering solidarity in the face of anything that threatens their security and stability.
Referring to the emergency meeting of the United Nations Security Council on 11 September 2025, which unanimously condemned the Israeli attack as a breach of international peace and security.
We welcome the press statement issued by the Council, which condemned the attack, expressed solidarity with the State of Qatar, and supported the vital role Qatar continues to play in mediation efforts in the region, alongside Egypt and the United States, and which affirmed respect for the sovereignty and territorial integrity of the State of Qatar, in line with the principles of the UN Charter.
We affirm that the absence of international accountability and the silence of the international community regarding repeated Israeli violations have encouraged Israel to persist in its aggressions and its blatant violation of international law and resolutions of international legitimacy. This perpetuates a policy of impunity, weakens the international justice system, and threatens to undermine the rules-based global order, thereby posing a direct threat to regional and international peace and security.
We affirm our absolute support for the brotherly State of Qatar, its security, stability, sovereignty, and the safety of its citizens, and we express our united stand alongside it in confronting this aggression, which we consider a blatant violation of its sovereignty, a flagrant breach of international law, and a serious threat to regional peace and security.
We decide:
To affirm that the heinous Israeli aggression against the brotherly State of Qatar and the continuation of aggressive Israeli practices, including genocide, ethnic cleansing, starvation and siege, and settlement activities and expansionist policy, undermine any opportunities for achieving peace in the region.
To condemn in the strongest terms the cowardly and illegitimate attack launched by Israel on 9 September 2025, on a residential neighborhood in the Qatari capital, Doha, which included residential headquarters allocated by the state to host negotiating delegations as part of Qatar's multiple mediation efforts, alongside a number of schools, nurseries, and diplomatic mission headquarters, resulting in the martyrdom of some, including a Qatari citizen, and the injury of a number of civilians. This attack constitutes a flagrant aggression against an Arab and Islamic state that is a member of the United Nations, and represents a dangerous escalation that exposes the aggressiveness of the extremist Israeli government, and is added to its criminal record that threatens regional and international peace and security.
To affirm absolute solidarity with Qatar against the Israeli aggression, which represents an aggression against all Arab and Islamic nations, and to stand with the State of Qatar in all steps and measures it takes to respond to this treacherous aggression, to protect its security, sovereignty, stability, and the safety of its citizens and residents on its territory, as guaranteed by the UN Charter.
To affirm that this aggression on Qatari territory, a country that serves as a key mediator in efforts to secure a ceasefire, end the war on Gaza, and release hostages and prisoners, represents a dangerous escalation and an attack on diplomatic efforts to restore peace. Such an aggression on a neutral place for mediation not only violates the sovereignty of the State of Qatar, but also undermines international mediation and peacemaking processes, and Israel bears full responsibility for this aggression.
To commend the civilized, wise, and responsible stance adopted by Qatar in dealing with this treacherous aggression, its firm commitment to the provisions of international law, and its insistence on preserving its sovereignty and security and defending its rights by all legitimate means.
To support the efforts made by the mediating countries, foremost among them Qatar, Egypt, and the United States, to stop the aggression on the Gaza Strip, and to affirm in this context the constructive role played by Qatar and its commendable efforts in the field of mediation and the positive effects they have in supporting endeavors to establish security, stability, and peace. We also commend the multiple initiatives undertaken by Qatar at the regional and international levels, especially in the fields of humanitarian aid and supporting education in developing and poor countries, which enhances its position as an active and supportive party for peace and development at both the regional and international levels.
To affirm the categorical rejection of attempts to justify this aggression under any pretext, and to stress that it constitutes a blatant violation of international law and the UN Charter, and is directly aimed at undermining existing efforts and mediations to stop the aggression on Gaza and frustrating serious endeavors to reach a just and comprehensive political solution that ends the occupation and ensures an end to the suffering of the Palestinian people and the protection of their inalienable legitimate rights.
To completely and absolutely reject the repeated Israeli threats of possibly targeting Qatar again, or any other Arab or Islamic state," and consider them a "provocation and a dangerous escalation that threatens international peace and security. We urge the international community to condemn them in the strongest terms and to take deterrent measures to stop them.
To welcome the issuance by the Council of the League of Arab States at the ministerial level of the resolution on the "Joint Vision for Security and Cooperation in the Region," and to affirm in this context the concept of collective security and the common destiny of Arab and Islamic nations and the need to align and confront common challenges and threats, and the importance of starting to put in place the necessary implementation mechanisms for that. We stress that the determinants of any future regional arrangements must take into account the principles of international law and the UN Charter, good neighborliness, respect for the sovereignty of states, non-interference in the internal affairs of the region's countries, equality in rights and duties without favoring one state over another, and the peaceful settlement of disputes without resorting to force, with the necessity of ending the Israeli occupation of all Arab territories, the embodiment of a Palestinian state on the June 4, 1967 lines, and the evacuation of the Middle East of nuclear weapons and other weapons of mass destruction.
To affirm the need to stand against Israel's plans to impose a new reality on the region, which pose a direct threat to regional and international stability and security, and the need to counter them.
To affirm the condemnation of any Israeli attempts to displace the Palestinian people, under any pretext or name, from their territories occupied in 1967, and to consider this a crime against humanity, a blatant violation of international law and international humanitarian law, and a policy of ethnic cleansing that is completely rejected. In this context, we stress the need to implement the Arab-Islamic reconstruction plan in its political and technical parts, and to start rebuilding Gaza as soon as possible, with a call to international donors to provide the necessary support and to urge them to participate actively in the Gaza reconstruction conference planned to be hosted in Cairo as soon as a ceasefire is reached.
To condemn the Israeli policies that have caused an unprecedented humanitarian catastrophe, where siege, starvation, and the deprivation of civilians of food and medicine are used as a weapon of war against the Palestinian people, in a blatant violation of international humanitarian law and the Geneva Conventions. We stress that these practices constitute a fully-fledged war crime that requires urgent action from the international community to put an end to them and ensure the immediate, safe, and unrestricted entry of humanitarian aid to all parts of the occupied Palestinian territories.
To warn of the catastrophic consequences of any decision by Israel, the occupying power, to annex any part of the occupied Palestinian territory, and to counter it as a blatant aggression against the historical and legal rights of the Palestinian people, a violation of the UN Charter, the principles of international law, and relevant UN resolutions, and an undermining of all efforts to achieve a just and comprehensive peace in the region.
To affirm the need for the international community to take urgent action to put an end to repeated Israeli aggressions in the region, and to stop its continuous violations of the sovereignty, security, and stability of states, within the framework of respecting the rules of international law and relevant international legitimacy resolutions, while warning of the serious consequences of the international community's continued failure to rein in Israeli aggression, the latest of which was the aggression on Qatar, which continues, and is escalating its brutal aggression on the occupied Gaza Strip, in addition to its illegal settlement practices in the West Bank, including East Jerusalem, and the continuous aggressions on the region's countries, including Lebanon, Syria, and Iran, which constitute flagrant violations of international law and a blatant breach of the sovereignty of states.
To call on all states to take all possible legal and effective measures to prevent Israel from continuing its actions against the Palestinian people, including supporting efforts to end its impunity and hold it accountable for its violations and crimes, imposing sanctions on it, and suspending the supply, transfer, or transit of weapons, ammunition, and military materials to it, including dual-use materials, and reviewing diplomatic and economic relations with it and initiating legal proceedings against it.
To call on the member states of the Organization of Islamic Cooperation to consider the compatibility of Israel's membership in the United Nations with its charter, in view of the clear violations of the conditions of membership and the continuous contempt for UN resolutions, while coordinating efforts aimed at suspending Israel's membership in the United Nations.
To affirm the importance of adherence to international legitimacy and relevant UN resolutions as the basic reference for achieving international peace and security, and to reject the Israeli discourse that uses and promotes Islamophobia to legitimize the continuation of Israeli violation practices to adopt policies outside international law, including the continuation of genocide and settlement projects in the West Bank, as well as its use to distort the image of Arab and Islamic nations.
To welcome the adoption by the UN General Assembly of the New York Declaration on the implementation of the two-state solution and the establishment of an independent Palestinian state, as a clear expression of the international will that supports the legitimate rights of the Palestinian people, foremost among them their right to establish their independent state on the June 4, 1967 lines with East Jerusalem as its capital, while commending the efforts made by both Saudi Arabia and France, which contributed to the adoption of this declaration.
To welcome the convening of the two-state solution conference, co-chaired by Saudi Arabia and France, which will be organized in New York on 22 September 2025, and to call for the concerted international efforts to ensure broad recognition of the independent State of Palestine with East Jerusalem as its capital.
To commend the pivotal role played by the representatives of the Arab and Islamic member states of the Security Council, foremost among them Algeria, Somalia, and Pakistan, in defending the Palestinian cause, putting an end to the Israeli aggression on the Gaza Strip, reaching a ceasefire, and Palestine's obtaining full membership in the United Nations." We appreciate their effective contribution in calling for and securing the emergency session of the Security Council dedicated to addressing the Israeli aggression on Qatar.
We affirm support for the historic Hashemite Custodianship undertaken by King Abdullah II over the Islamic and Christian holy places in Jerusalem, which was affirmed by the agreement signed between King Abdullah II and Palestinian President Mahmoud Abbas on 31 March 2013, and that "the Blessed Al-Aqsa Mosque/Al-Haram Al-Qudsi Al-Sharif in its entirety of 144,000 square meters is a place of worship exclusively for Muslims only, and that the Jerusalem Awqaf and Al-Aqsa Mosque Affairs Department affiliated with the Jordanian Ministry of Awqaf is the exclusive legitimate authority with the exclusive jurisdiction to manage and maintain the Al-Aqsa Mosque and regulate entry to it.
To affirm the need to work to secure the steadfastness of the people of Jerusalem on their land, and to support the Al-Quds Committee chaired by King Mohammed VI of Morocco and its executive arm, the Bayt Mal Al-Quds Al-Sharif Agency.
To affirm that a just, comprehensive, and lasting peace in the Middle East will not be achieved by bypassing the Palestinian issue or attempts to ignore the rights of the Palestinian people, or through violence and targeting mediators, but through commitment to the Arab Peace Initiative and relevant international legitimacy resolutions. In this context, we call on the international community, especially the Security Council, to assume their legal and moral responsibilities in ending the Israeli occupation and setting a binding timetable for that.
To mandate the member states of the Organization of Islamic Cooperation, which are parties to the Rome Statute of the International Criminal Court, and in line with their obligations under international law, and where applicable, to take all possible measures within their national legal frameworks to support the implementation of the arrest warrants issued by the International Criminal Court on 21 November 2024 against the perpetrators of crimes against the Palestinian people. It also calls on the member states of the Organization of Islamic Cooperation to exert diplomatic, political, and legal efforts to ensure that Israel, as the occupying power, complies with its binding obligations under the provisional measures issued by the International Court of Justice on 26 January 2024 in the case concerning the application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip.
We express our deep gratitude to the State of Qatar, its Emir, government, and people, led by His Highness Sheikh Tamim bin Hamad Al Thani, for their tireless efforts in hosting and organizing the meetings of this summit with all wisdom and strategic vision, and for the facilities and resources provided by the State of Qatar to ensure the success of this summit. We highly appreciate the effective role of the State of Qatar in promoting the spirit of consultation and consensus among member states, and its tangible contributions in supporting the process of joint work, which reflects its constant keenness to strengthen the bonds of solidarity and unity.
The Tunisian Republic supports what was stated in the final statement issued by the emergency Arab and Islamic summit in solidarity with the brotherly State of Qatar regarding the treacherous Zionist aggression against its territory, with the exception of the references to the "June 4, 1967 borders," the "two-state solution," and "East Jerusalem," within the framework of Tunisia's steadfast and supportive stance for the struggles of the brotherly Palestinian people to restore their legitimate, historical, and inalienable rights, foremost among them the establishment of their independent state on the entire land of Palestine with Al-Quds Al-Sharif as its capital.
The Republic of Iraq has reservations about the phrase "June 4, 1967 borders," the phrase "East Jerusalem," the phrase "two-state solution," and any phrase that explicitly or implicitly refers to the Israeli entity as a "state" wherever it is mentioned, which were included in the final statement, because they are not in line with the valid Iraqi laws, and in the framework of preserving the right of the Palestinian people to return and establish their independent state with Al-Quds Al-Sharif as its capital.
