الكشف عن "الهيئة الانتقالية" لحكم غزة: تفاصيل خطة توني بلير.. مجلس من 7-10 أعضاء بصلاحيات عليا وتفويض من مجلس الأمن

The detailed document reveals specifics about the international transitional body that will govern Gaza. It indicates that the number of its members will range from 7 to 10 individuals.

A Supreme Authority Mandated by the UN Security Council:

The text states that this body will function as the "supreme political and legal authority in Gaza during a transitional period," operating under a mandate from the United Nations Security Council.

Composition of the Authority and Potential Members:

The text specifies that the Authority will be led by its chair and will include a diverse international and regional composition to ensure legitimacy and credibility. Its key components include:

  • A Qualified Palestinian Representative: Preferably from the business or security sector.

  • A Senior United Nations Official: Such as Sigrid Kaag.

  • Prominent International Figures: Experts in executive and financial fields (such as Mark Rowan, Naguib Sawiris, and possibly Aryeh Lightstone).

  • Distinguished Regional Representatives: Individuals with regional political support and long-standing commercial credibility.

Core Functions and Powers of the Authority:

This body will be tasked with a set of core political, legal, and strategic responsibilities, including:

  • Issuing legally and politically binding decisions.

  • Approving legislation and major appointments.

  • Defining the long-term strategic direction for the Strip.

  • Reporting directly to the UN Security Council.

Hamas's Response Expected in Days:

These details surface as an informed Palestinian official confirms that Hamas began studying the U.S. peace plan on Tuesday within its leadership frameworks and in coordination with other Palestinian factions. The official, close to Hamas, stated that the movement "begins today a series of consultations within its political and military leadership frameworks inside and outside Palestine, and will present a national response representing the movement and the resistance factions," according to Agence France-Presse (AFP), noting that the consultations "may require several days" before the final response is announced.

Trump's 20-point plan primarily stipulated an immediate end to the war upon the agreement of the two conflict parties. It also mandated that the Gaza Strip be demilitarized and governed by a Palestinian committee with international experts, with no role for Hamas in the governance structure.
