The "Hormuz Corridor": Kaja Kallas Proposes Black Sea Grain Model to Safeguard Global Energy

EU Foreign Policy Chief Kaja Kallas announced on Monday, March 16, 2026, a high-stakes diplomatic initiative to reopen the Strait of Hormuz using a model similar to the UN-brokered Ukraine Grain Deal. Speaking in Brussels before a meeting of EU foreign ministers, Kallas revealed she has discussed with UN Secretary-General António Guterres the possibility of establishing a protected maritime corridor for oil and gas tankers.

Fertilizers and Food Security: A Looming Global Crisis Kallas warned that the effective closure of the Strait by Iran has triggered the largest energy disruption in history, but emphasized a hidden danger: fertilizer supplies. "A shortage of fertilizers this year means a food shortage next year," she noted, highlighting the devastating impact on Asian markets and global agriculture. The proposal aims to depoliticize the passage of energy commodities to prevent a worldwide humanitarian disaster.


Revising "Operation Aspides" Amid Internal Debate The proposal includes expanding the mandate of the EU’s naval mission, Operation Aspides, which currently focuses on protecting Red Sea shipping from Houthi attacks. While some member states, including Germany, expressed skepticism regarding the effectiveness of a small naval mission in a high-intensity conflict zone, Kallas insisted that the EU must act. "It is in our interest to keep Hormuz open," she stated, urging member states to find a unified European response to the Iranian blockade.
