US and Russian sources revealed to "Axios" that the administration of US President Donald Trump is secretly and intensively working, in coordination with Moscow, to prepare a new plan consisting of 28 points aimed at ending the war in Ukraine.

The US plan, led by envoy Steve Witkoff, is inspired by Trump's success in mediating the Gaza agreement. High-ranking Russian officials express great optimism about its potential success, while the stance of Ukraine and its European allies remains unclear.
Key Pillars and Available Details
The plan's 28 points fall under four main comprehensive pillars:
Establishing peace in Ukraine.
Security guarantees.
Security in Europe.
The future of relations between the United States, Russia, and Ukraine.
Sticking Points: It remains unknown how the plan addresses thorny issues, such as control over territories in eastern Ukraine.
Plan Basis: Russian envoy Kirill Dmitriev confirmed that the plan is based on principles agreed upon by Trump and Russian President Vladimir Putin during their meeting in Alaska last August.
Secret Coordination and Parties' Stance
Russian Optimism: Dmitriev, who held intensive meetings with Witkoff in Miami (October 24-26), expressed optimism, saying: "For the first time, the Russian side feels that its position is actually being heard."
White House Position: A White House official quoted Trump: "The President is clear that it is time to stop the killing and end the war... He believes there is a chance to end this absurd war if everyone shows some flexibility."
Ukraine's Stance: Witkoff previously met with Ukrainian National Security Adviser Rustem Umerov in Miami, but his planned meeting with President Zelensky in Turkey was postponed. A Ukrainian official confirmed: "We know the Americans are working on something."
Next Step: The White House has begun briefing Europeans on the plan alongside the Ukrainians, and the plan will be amended according to feedback from the different parties, with a US call for "all parties to be realistic and practical."
