Zelensky Unveils 20-Point Peace Plan: National Referendum and Security Guarantees as Core Conditions

Ukrainian President Volodymyr Zelensky announced on Monday a strategic framework for ending the war with Russia, centered on a 20-point peace plan. Zelensky emphasized that for any agreement to be viable, it must be co-signed by four key parties: Ukraine, Russia, the United States, and Europe. Furthermore, he stated that the proposal would be subject to a national referendum in Ukraine, a process that would require a ceasefire of at least 60 days to be implemented effectively.

Addressing domestic policies, Zelensky clarified that martial law—which includes the travel ban on men of military age—will only be lifted once the war officially concludes and robust security guarantees are secured. "Without these guarantees, the war cannot be considered fully over," he remarked during an online press conference. Following his recent meeting with U.S. President Donald Trump, Zelensky expressed optimism about hosting a high-level summit in Ukraine soon, involving U.S. and European officials to accelerate the negotiations.
