Egypt-Turkey Joint Statement: A 14-Point Roadmap for Strategic Cooperation and Regional Stability

In a step confirming the accelerating and deepening development of relations between Cairo and Ankara, the Foreign Ministers of the Arab Republic of Egypt and the Republic of Turkey met in the Turkish capital, Ankara, on November 12, 2025. This important meeting took place on the occasion of the Joint Planning Group meeting between the two countries, a mechanism established under the Joint Declaration signed by the two Presidents in Cairo on February 14, 2024. The primary goal of this group, co-chaired by the Foreign Ministers, is to prepare the ground and detailed agenda for the next meeting of the High-Level Strategic Cooperation Council (HLSCC), to be led by the Presidents of both nations.

During the bilateral meeting and delegation sessions, the focus was on a comprehensive review of bilateral relations and ways to enhance and expand their prospects, in addition to reviewing the status of agreements under negotiation between the relevant authorities in both countries. The Joint Statement issued from the meeting included detailed bilateral commitments and regional stances:


1. Bilateral Commitments and Deepening Partnership (First Section)


The Ministers renewed their commitment and determination to strengthen and advance the positive momentum in relations, based on the shared vision set by the two Presidents. They also followed up on the implementation of the outcomes and decisions from the HLSCC held in Ankara in September 2024. To bolster economic ties, both sides reaffirmed their keenness to continue coordinating efforts to boost economic, trade, and industrial cooperation.

The Ministers discussed ways to provide a more attractive investment environment in both countries by offering additional incentives and working to find solutions to remove any regulatory obstacles and accelerate procedures. They also agreed to take the necessary steps to continue developing economic and security relations, both bilaterally and regionally, through an integrated approach.

In a significant historical gesture, the Ministers declared 2025 as the year to celebrate the Centenary of the establishment of diplomatic relations between the Arab Republic of Egypt and the Republic of Turkey, reaffirming the mutual fraternal affection between the two peoples. Concluding the bilateral section, the Ministers renewed their commitment to taking all necessary measures to ensure the success and fruitful outcome of the next HLSCC meeting.


2. Coordination on Regional Issues (Points 1-14)


  1. Gaza Peace Efforts and the US: The Ministers commended President Donald Trump's leadership and his sincere efforts to end the war in Gaza, emphasizing the importance of partnership with the United States in achieving peace in the region. They welcomed the outcomes reached and affirmed their commitment to the achievements of the Sharm El Sheikh Peace Summit on October 13, 2025, and its Comprehensive Plan for ending the conflict issued on September 29, 2025.

  2. Gaza Reconstruction: They affirmed strong support for the Palestinian people and called upon the international community for active participation and contribution to the International Conference for Early Recovery and Reconstruction of the Gaza Strip to be hosted by Egypt in 2025, commending Cairo's role in this pivotal conference.

  3. Humanitarian Assistance: They renewed their support for alleviating the suffering in the Gaza Strip and decided to continue their cooperation in delivering humanitarian aid to those in need in the Strip.

  4. Unity of Palestinian Territories: They affirmed the unity of the Palestinian territories in the West Bank and the Gaza Strip, and underscored the role of the Palestinian Authority (PA). They praised the reforms undertaken by the PA to facilitate its return to exercising its responsibilities in Gaza once suitable conditions are established.

  5. Two-State Solution: They stressed the necessity of achieving the Two-State Solution, with two democratic and sovereign states living side-by-side in peace and security within their secure and recognized 1967 borders, with East Jerusalem as the capital of the Palestinian State.

  6. Combating Terrorism: They affirmed the importance of combating terrorism in all its forms and manifestations, regardless of where or by whom it is committed, through developing consistent, coordinated, and principle-based cooperation, and supporting effective international efforts in this field.

  7. Syrian Crisis: They reaffirmed their mutual support for the brotherly Syrian people in their pursuit of a successful, comprehensive political process leading to a peaceful, secure, and prosperous future for Syria, emphasizing the importance of securing stability and security in the country based on preserving Syria's sovereignty, territorial integrity, and unity, while combating terrorism in all its forms, and ensuring that Syrian territory does not become a threat to the security and stability of neighboring countries and the region.

  8. Aid to the Syrian People: They called on the international community to intensify its humanitarian, early recovery, and reconstruction assistance to improve the living conditions of the Syrian people on the ground.

  9. Horn of Africa: They affirmed the importance of preserving stability in the Horn of Africa.

  10. Somalia: The Ministers reiterated their firm support for the unity, sovereignty, and territorial integrity of the Federal Republic of Somalia, and support for the Federal Government in combating terrorism, encouraging all concerned international partners to secure sustainable and predictable funding for the African Union Transition Mission in Somalia (ATMIS).

  11. Sudan: They expressed regret and concern over the ongoing conflict in Sudan, which has led to devastating humanitarian consequences, and renewed their commitment to Sudan's sovereignty, territorial integrity, and public order. The Turkish side welcomed the efforts of the Quad Group for achieving peace and stability in Sudan.

  12. Libya: They affirmed their commitment and determination to work jointly to preserve Libya's stability, security, sovereignty, territorial integrity, and political unity, as well as supporting international efforts in this regard, particularly the United Nations Roadmap.

  13. Eastern Mediterranean: They reiterated their shared vision of the Eastern Mediterranean as a region of prosperity and stability.

  14. Energy and Transport: They acknowledged the growing importance of bilateral and regional interconnectedness, and reaffirmed their resolve to build on existing cooperation and promote the launch of new projects in the fields of energy and transport.
